The Assign-a-Highway Program was administered by the Northern Neck Planning District Commission from 2007 to 2024. It worked with the regional courts to schedule non-violent probationers to pick litter on various state-maintained Northern Neck roads. Probationers could thus fulfill their community-service obligations.
District courts in Lancaster, Northumberland, Richmond, and Westmoreland Counties participated in the program. The following chart provides statistics on the number of tons of trash picked in each county and combined and the related cost savings from 2009 to 2024.
