Incentives

Northern Neck business incentives are provided by Enterprise Zone and HUBZone designations.

There are several Enterprise Zones in the region, and all four counties (Lancaster, Northumberland, Richmond and Westmoreland) encompass a HUBZone.

An additional incentive is the Governor's Opportunity Fund, which provides either grants or loans to localities to assist in the creation of new jobs and investment in accordance with criteria established by legislation.

 

The Northern Neck Enterprise Zone

Enterprise Zones offer businesses a package of state and local incentives in the form of tax relief and grants, local regulatory flexibility, and local infrastructure development.

 

What is it?

If you start or expand a business that is located on an Enterprise Zone parcel, and that business creates jobs or requires real-property investment, you could qualify for an Enterprise Zone incentive grant.

Local Enterprise Zone Incentives

Financial Assistance

Monetary incentive for new and expanding businesses that create 25 new full-time jobs, invest $250,000, and have an average annual wage that is at least 125% of the area average.

Lancaster County
Grants not to exceed $1,000 to businesses improving their property’s façade. Zero percent interest loans for micro-enterprise development.

Richmond County
Town of Warsaw will provide matching grants up to $1,000 for zone businesses making façade improvements.

Technical Assistance

Lancaster County
Town of Kilmarnock has a technology zone at the Kilmarnock Business and Technology Park. It offers businesses exemptions from zoning permit fees, water and sewer connection fees, business, professional and occupational licenses, auto decal fees, and subdivision permit fees.

The Town of Kilmarnock:
- Business, professional and occupational license (BPOL) fee reductions for new or existing businesses
- Water and sewer rate reductions for new or existing businesses
- Reduction in auto decal charge
- Reduction of ubdivision permit fee

Richmond County
County will invest $525,000 in water and sewer upgrades within the zone.County will host a job recruitment fair for qualified new and expanding businesses.Town of Warsaw will invest $150,000 in water and sewer upgrades within the zone.

Westmoreland County
County will invest $411,070 to provide a municipal water supply along Route 3. County will provide wastewater treatment facilities by investing $540,450 in the project. County will invest $796,785 in the development of an industrial park within the zone. County will invest $100,000 for the construction of a 50,000 square foot marketed shell building in the zone.

Tax Assistance

Lancaster County
A credit for businesses rehabilitating property within the zone.

Richmond County
Ten-year decreasing tax exemption of the increase in assessed value to certain rehabilitation of ommercial or industrial properties. A three-year, 50% tax credit on the assessed value of a new building constructed in the zone and costing at least $100,000.

HUBZone Program

Businesses within a historically underutilized business zone (HUBZone) can receive preferential treatment in securing federal contracts.

Only companies certified by the Small Business Administration (SBA) can participate in the HUBZone Program.

The first requirement for certification: The firm's principal office must be located in a HUBZone.

According to the SBA, Northern Neck HUBZones have the following expiration dates:

    - Lancaster County - until October 1, 2014
    - Northumberland County - until October 1, 2013
    - Richmond County - until October 1, 2012 - expired
    - Westmoreland County - until October 1, 2011 - expired

Governor's Opportunity Fund

Grants are made at the discretion of the Governor with the expectation that grants awarded to a locality will result in a favorable decision for Virginia. Grants will only be awarded for basic projects, i.e., projects that bring additional income into the Commonwealth. Grants will not be made for projects which have been publicly announced prior to the Governor's approval.

Industrial Sites

Three of the four Northern Neck counties---Lancaster, Richmond, and Westmoreland---and the Towns of Kilmarnock and Colonial Beach have established industrial-park locations and are in the process of upgrading their water/sewage treatment systems. Northumberland County has targeted the Lilian area for commercial development.

 

Lancaster County

The Town of Kilmarnock has a 76-acre site adjacent to the Rappahannock General Hospital. The site has been named the Kilmarnock Business and Technology Park. The Town adopted an Incentive Ordinance in 1998 designating the park as a Technology Zone. The Technology Zone, enabled by the Code of Virginia, allows certain tax and fee rebates to take place. The site has water and sewage disposal with 35 acres designated for industrial and 41 acres designated for commercial growth. The Town has received a $289,000 VDOT Industrial Access Road grant for site improvements. The Town is also considering the construction of a 30,000 square foot, or larger, shell building.

Northumberland County

The first development project---a commercial storage facility---has been completed in the Lilian area. Sewage facilities are located in nearby Reedville. The County is interested in extending its sewer line into this area in order to accommodate additional commercial development, such a health center.

Richmond County

Richmond County has a publicly owned 56-acre site located in the Town of Warsaw with access to Route 3. The County and Town were awarded a $1 million EDA grant and $700,000 CDBG grant to upgrade its water and sewer systems in and around this site. The funding will be used for the construction of water line extensions, water storage, access roads and utility additions.

Westmoreland County

Westmoreland County has a 78-acre site located east of the Town of Montross. Tracks of four to ten acres are available for sale to prospective industries wishing to locate at the site. Water is provided by an artesian well located on the site and a 250,000-gallon storage tank. Sewage treatment is provided by Montross-Westmoreland Sewer Authority. The site includes a shell building.

The Town of Colonial Beach has a 30-acre site with access to Route 205. Water and sewage lines are adjacent to the site along with other utilities. The Town plans to construct a 40,000-50,000 square ft. shell building on the site.

Transportation

The Northern Neck's transportation infrastructure consists of one U.S. Highway (Route 360), and three state routes (3, 200, and 202). Traffic volume on all these roads is significantly less than in urban or suburban areas.

Water & Sewage Treatment

Private, on-site wells supply most of the water to local industry and residents. Several towns are served by privately owned, public water systems.

On-site septic systems handle sewage disposal, except where municipalities administer sewage treatment plants.

Special Financing

Funds are available for working capital, expansion, equipment and most other business needs through participating local banks enrolled in the Virginia Small Business Financing Authority's (VSBFA) Virginia Capital Access Program (VCAP). Job Grants for positions created by business start-ups or by expanding businesses. Amounts up to $1,000 per position filled by a resident of a designated Enterprise Zone resident, and $500 for any other positions for each year in a three-year period. Read our Northern Neck Incentives section.
