The
Northern Neck Enterprise Zone

What is it?
If you start or expand a business that is
located on an Enterprise Zone parcel, and that business creates jobs or
requires real-property investment, you could qualify for an Enterprise
Zone incentive grant.

Local Enterprise Zone Incentives
Financial Assistance
Monetary incentive for new and expanding businesses
that create 25 new full-time jobs, invest $250,000, and have an average
annual wage that is at least 125% of the area average.
Lancaster County
Grants not to exceed $1,000 to businesses improving their property’s
façade. Zero percent interest loans for micro-enterprise development.
Richmond County
Town of Warsaw will provide matching grants up to $1,000 for zone
businesses making façade improvements.
Technical Assistance
Lancaster County
Town of Kilmarnock has a technology zone at the Kilmarnock Business
and Technology Park. It offers businesses exemptions from zoning permit
fees, water and sewer connection fees, business, professional and
occupational licenses, auto decal fees, and subdivision permit fees.
The Town of Kilmarnock will:
- Invest $517,190 in the zone to improve water and sewer.
- Provide $60,000 to improve the main street corridor within the zone.
- Expand the water/ sewer plant.
Richmond County
County will invest $525,000 in water and sewer upgrades within the
zone.County will host a job recruitment fair for qualified new and
expanding businesses.Town of Warsaw will invest $150,000 in water
and sewer upgrades within the zone.
Westmoreland County
County will invest $411,070 to provide a municipal water supply along
Route 3. County will provide wastewater treatment facilities by investing
$540,450 in the project. County will invest $796,785 in the development
of an industrial park within the zone. County will invest $100,000
for the construction of a 50,000 square foot marketed shell building
in the zone.
Tax Assistance
Lancaster County
A credit for businesses rehabilitating property within the zone.
Richmond County
Ten-year decreasing tax exemption of the increase in assessed value
to certain rehabilitation of ommercial or industrial properties. A
three-year, 50% tax credit on the assessed value of a new building
constructed in the zone and costing at least $100,000.
